The title ’bout says it all.  It turns out that the owner who failed to field safe stretch limousines is the same psychopath that the FBI turned to, to set up the Newburgh Four (and who played serious roles in other terrorism hoaxes).  The FBI is certainly good at recognizing psychopaths.
